CAP provides assistance to companies who store common chemicals such as propane, chlorine, iodine and hydrogen peroxide as well as many other high-risk chemicals. These facilities are required to follow a three-step compliance procedure established by the Department of Homeland Security: Chemical Facility Anti-Terrorism Standards.

The Department of Homeland Security provided US companies with the list of chemicals and reportable thresholds on November 20, 2007. The DHS mandates total compliance of a three-step process and will impose monetary fines if companies fail to comply with the reporting and security procedures. All chemicals must be reported by January 20, 2008 via the "TOP SCREEN" data entry process. Following "TOP SCREEN" each chemical facility will be provided with a tier designation. Depending upon the assigned tier, companies may be required to submit detailed security vulnerability assessments and specific site security plans, which must be reviewed and approved by the DHS.

Each facility must then implement the site security plan to secure all high-risk chemicals. The Department of Homeland Security will conduct routine audits at each site across the nation. If a company fails to abide by the Chemical Facility Anti-Terrorism Standards, a fine of up to $25,000 per day may be imposed.
